An active hired driver assigned to the order, or an authorized manager, requests a permitted transition against the current version.

Check restaurant relationship, assignment, current delivery status, operation identity, and any required manager override reason.

THEN - BOUNDED RESULT
Record one attributable transition and show only the permitted delivery information.
