The evidence belongs to the correct tenant/customer and rule version.
HOW
Count admitted eligible history as of the declared time; distinguish duplicate from conflicting sources.
THEN
Return eligibility only; issuance and redemption require separate authorized durable operations.

EVIDENCE GATES
Bind the request to its exact source/profile and permitted scope. Validate required fields and units before comparison. Preserve UNKNOWN and reject incompatible or stale evidence. A failed authority check remains DENY; absent supporting evidence remains HOLD.

PROJECT-SPECIFIC CONSTRAINTS
- Evaluator explicitly does not authorize, issue or redeem a reward.
- Durable issuance must enforce uniqueness independently.

RECONCILIATION
Store the actual result separately from a later outcome. Append discrepancies without changing the earlier prediction or receipt. This is a newly authored documentary logic contract, not a report of an executed Bangel adapter.
