IF
A request belongs to an authenticated, active tenant and has an admitted operation.
HOW
Resolve tenant identity, input shape, current version, idempotency and module-specific rules.
THEN
Return a bounded typed result; hold unknown prerequisites and deny failed authorization.

EVIDENCE GATES
Bind the request to its exact source/profile and permitted scope. Validate required fields and units before comparison. Preserve UNKNOWN and reject incompatible or stale evidence. A failed authority check remains DENY; absent supporting evidence remains HOLD.

PROJECT-SPECIFIC CONSTRAINTS
