Hagar / Water Protection is documented as a project within the MJos Predictive Model. Its proposed Bangel binding must preserve the existing product boundary.

REQUEST TO RESULT
IF
The purpose, inputs, units, evidence origin and current profile are declared.
HOW
Bind the source identity, compare only eligible observations, preserve uncertainty and review the evidence ceiling.
THEN
Return a scoped result, HOLD for missing evidence, or DENY for a failed permission boundary.

RELEASE CRITERIA
Record input identity, a reproducible procedure, expected outcome, actual evidence and authorized reviewer. A documentary sequence is complete only for its stated scope; execution and production readiness require separate evidence.

EVIDENCE LIMITS
- Each physical model needs its own measured inputs, units, environment, uncertainty and authority boundary.
