IF
The purpose, inputs, units, evidence origin and current profile are declared.
HOW
Bind the source identity, compare only eligible observations, preserve uncertainty and review the evidence ceiling.
THEN
Return a scoped result, HOLD for missing evidence, or DENY for a failed permission boundary.

EVIDENCE GATES
Bind the request to its exact source/profile and permitted scope. Validate required fields and units before comparison. Preserve UNKNOWN and reject incompatible or stale evidence. A failed authority check remains DENY; absent supporting evidence remains HOLD.

PROJECT-SPECIFIC CONSTRAINTS
- Each physical model needs its own measured inputs, units, environment, uncertainty and authority boundary.

RECONCILIATION
Store the actual result separately from a later outcome. Append discrepancies without changing the earlier prediction or receipt. This is a newly authored documentary logic contract, not a report of an executed Bangel adapter.
