IF / HOW / THEN CONTRACT
IF
A profile declares its boundary and which intake, capture, leakage or egress quantities are actually observable.

HOW
Account for variance and residuals with units and uncertainty; preserve unmeasured loss as unknown instead of silently closing the balance.

THEN
Return an observation/egress ledger or HOLD incomplete evidence. A residual does not prove its physical cause.
