HOW
Keep entropy health, risk policy, key lifecycle and receipts as distinct indexed components. Separate simulated input, validated external bits and hardware claims.

THEN
Return a documentary protection outcome or hold. Indexed source does not establish measured quantum entropy, certified cryptography or a production guarantee.
