A monitored profile declares its primary Sister, failure strategy, observations and reserve/containment scope.

HOW
Model demand and anomalies, preserve predictive/simulation classes and propose buffers under the named profile. Keep pending GIN amendment implementation status explicit.

THEN
Return forecast, reserve or containment evidence; HOLD missing or stale bindings. Simulation does not become observation or authorized physical containment.

FAILURE AND MISSINGNESS
