Reject duplicate identities and stale sequences; exclude missing, invalid, stale or uncalibrated probes; require
at least two usable probes after robust filtering.
THEN
Return ADVISE only for the bounded model; otherwise HOLD preserves previous state and explicit missing
salinity/variance.
CURRENT EVIDENCE
