HOW
Keep nonnegative mass separate from signed mass delta, and apply the source profile's 23 mg floor and
challenge-receipt obligations where that profile defines them.
THEN
Reject negative mass while preserving valid signed deltas; a scalar 23 mg reference does not complete F-004.
CURRENT EVIDENCE
