Verify links, HMAC, counters and the externally retained final root; reject a partial final line. Keep the journal
and trusted external checkpoint as distinct evidence.

Fail closed on detected corruption/rollback. Losing both local history and its trusted checkpoint cannot be
detected by the local chain alone.

This requirement paper is source-grounded. Native .NET, C++/Rust/R host checks and physical execution
were not rerun.
