Then the item is admitted only for its declared evidence ceiling; incomplete or unsafe states fail closed.
CURRENT EVIDENCE
The individual TP-483 reference profile was executed and its identity, title and REFERENCE_ONLY ceiling
matched. This is a documentary identity check, not execution of the full model.
