Mermaid participates as a manifestation within MJ. It accepts only typed, purpose-bound inputs and produces evidence or outputs within its declared role. Equal
family identity does not collapse domain authority or permit peer-to-peer authority transfer. Hard boundary: No source-truth invention, minting, or final permit. MJ
remains the root permit authority. JO verification, MK physics review, M3 routing, Mermaid accounting, Shiva capital analysis, Angels, Bellatrix, Sister, and EVE
remain separate gates when applicable.

Then JO returns PASS_EVIDENCE, HOLD, FAIL_TECHNICAL, or DENY; MJ permission remains a separate gate.
