identity does not collapse domain authority or permit peer-to-peer authority transfer. Hard boundary: No underlying effect or credential authority. MJ remains the root
permit authority. JO verification, MK physics review, M3 routing, Mermaid accounting, Shiva capital analysis, Angels, Bellatrix, Sister, and EVE remain separate
gates when applicable.

Then JO returns PASS_EVIDENCE, HOLD, FAIL_TECHNICAL, or DENY; MJ permission remains a separate gate.
