HOW Validate membership, assignment, status, reason for override and operation identity. THEN Record one accountable delivery transition; outstanding payment remains outstanding. RELEASE CRITERIA Record input identity, a reproducible procedure, expected outcome, actual evidence and authorized reviewer.
