HOW Run bounded association; preserve missing features; compare entity/relation/context; bind independent review. THEN Return a provisional advisory candidate or HOLD; retain downstream DENY and no actuation permission. RELEASE CRITERIA Record input identity, a reproducible procedure, expected outcome, actual evidence and authorized reviewer. A documentary sequence is complete only for its stated scope; execution and production readiness require separate evidence.
