R / R0 Retain the proposed request and anticipated context; a forecast has not occurred. R1 Record the unresolved or partially supported representation under its named source profile. Older unidentified-transition wording and later interpretation-state wording must not be merged silently. N1 AND REPRESENTATION Chronology, units, provenance, comparability and required evidence are admitted. - Observation: acquisition + availability times + value/Unknown + unit + provenance - Forecast: horizon + scope + uncertainty + model identity - Comparability: explicit contract - GateVerdict: PASS | HOLD | DENY REVIEW TO OUTPUT Evaluate preserved model arithmetic in independent bounded workers; compare output and minority-risk gates. Return an advisory forecast with uncertainty or HOLD; execution permission remains separate. RECOVERY Return to the first named missing prerequisite. A changed input or new evidence permits another bounded pass. Repeated state or no progress stops recovery with the existing evidence intact. r9 remains the N5-N7 interpretation region where that separate profile applies. EVIDENCE LIMITS - Forecasts are advisory and uncalibrated. - A hosted software package is not a bootable OS. - Existing source notice describes private inherited material; naming updates must preserve license/attribution boundaries. - No real-workload forecast accuracy established by this review.
