LIFECYCLE AND ADMISSION
Entry: The staff member is active and the acting user has the appropriate restaurant management permission. Process: Validate shift intervals and overlap rules or the assigned course/version; retain who changed the record and the relevant source identity. Exit: Save an explicit schedule or learning record with its actual completion state.

EVIDENCE AND EXCEPTIONS
HOLD: Required assignment, course version, or schedule detail is unknown. DENY: An unauthorized user attempts to manage another restaurant's staff. Preserve the acting identity, applicable scope, version, operation identity, and the actual result separately from later outcomes.
